Here are my two cents:
Problem solving: The problem is out there, which means you have a target to hit. Once you come out with a solution, the process of problem-solving is over.
Engineering design: The first step of engineering design is to identify the problem, which means sometimes you do not even where to shoot. And there is always a new problem emerging. Then the engineers have got to find a new solution. The problem and the solution come out by turns.
